Six licensed hotels sit within 1.5 km of Platform 1 and all six accept couples on ID. OYO's Kathgodam couple filter lists nothing closer than 3.6 km. Here is the difference that makes at 4 AM.
The short answer: six licensed hotels sit within 1.5 km of Kathgodam Junction and all six accept unmarried couples on government photo ID, registering both occupants. Rates run Rs 799 to Rs 1,199 for the base room. Hotel Castle Inn at 800 metres is the closest to Platform 1 and the one whose night desk is used to the 03:55 Ranikhet Express. The thing worth knowing before you book: OYO runs a page called Couple Friendly Hotels in Kathgodam Railway Station, and not one of its ten properties is near the station. The closest is 3.6 km out and most sit between 6.2 and 7.6 km away, in city neighbourhoods that have nothing to do with the railhead. Two of the ten are day-stay slots that shut at 8 PM. If you are arriving by train and want to be near the train, the direct-book cluster is the answer.

Search OYO for couple-friendly hotels at Kathgodam Railway Station and you get a page headed "Couple Friendly Hotels in Kathgodam Railway Station, Haldwani (10 OYOs)", with rates from about Rs 888. Ten options at the railhead sounds like a comfortable choice.
Then you read the distance line under each property name. The closest is 3.6 km away. The rest run from 6.2 km to 7.6 km, and their addresses give it away: Mangal Parao, Rampur Road, Kusumkhera, Kathghariya, Meera Marg. Those are Haldwani city neighbourhoods. Kathgodam sits at the north end of the municipality, and the OYO cluster sits in the middle of town.
One of them is called Super Collection O Haldwani Railway Junction. It is 6.8 km from the railway junction.
Two of the ten cannot give you a bed at all. Collection O Shri Kalu Siddh Temple and Townhouse Oak Haldwani RTO Office both carry a [Day Stay - 8 AM to 8 PM] prefix in the listing title. They are twelve-hour daytime slots. If you arrive at 03:55, a day-stay booking does not start for another four hours and ends before that evening is over. The same trap appears on OYO's Nainital couple list, where two of six are day-stay only.
None of this makes OYO a bad booking. It makes the page title misleading about geography. If you want a room you can walk or take a two-minute auto to after a night train, the filter is pointing you 6 km in the wrong direction.

All six register both occupants and accept Aadhaar, voter ID, passport or driving licence. None of them asks for a marriage certificate. What separates them is not policy but staffing: Castle Inn and Hotel Surya run 24-hour desks with night staff who handle train arrivals routinely, while the two SPOT ON properties run an OYO partner script that is consistent but slower if you turn up unannounced.
The Ranikhet Express (15013) leaves Delhi Sarai Rohilla at 22:40 and reaches Kathgodam at 03:55. It is the train most couples on this route take, and 4 AM is the hour when a check-in is most likely to go sideways. Not because of any law, and not usually because of policy, but because the person on the desk at 4 AM is often not the person who wrote the policy.
Book a property with a 24-hour reception, not a 24-hour phone. Those are different things. A listed night number that rings in someone's home is not a manned desk.
Phone between 2 PM and 5 PM the day before. Ask three things. Do you accept unmarried couples on Aadhaar for both guests. Is the night shift briefed the same as the day shift. Can you log our arrival name and phone number for the 4 AM desk. A property that agrees to the third one is the safer booking, and it costs you a two-minute call.
Take the prepaid auto, not a negotiated one. The prepaid stand outside Platform 1 runs through the night and the fare to any of the six is Rs 120 to Rs 200. At 4 AM a negotiated fare is three times that.
Screenshot the booking. The confirmation page, the rate, and the property phone number. If something goes wrong at the desk, that is what gets it resolved or refunded quickly rather than at 9 AM when the manager arrives.

One photo ID with an address, per adult. Aadhaar is the most accepted and the eAadhaar PDF works. Passport, voter ID and driving licence are all valid. PAN alone is not, because it carries no address and cannot satisfy the police register.
Both of you get registered. A hotel cannot legally record one guest of a two-guest booking. If a desk offers to register only one of you, that is a shortcut that creates a problem later, not a favour.
Surnames do not need to match. This is the worry that sends most couples looking for a workaround they do not need. Two different surnames on two IDs is ordinary and every desk in this cluster deals with it weekly.
Local ID is fine here. A Haldwani, Kathgodam or wider Kumaon address on the Aadhaar is not a problem at any of the six. The UCC question, briefly. Uttarakhand's Uniform Civil Code has required live-in relationship registration since January 2025. It applies to cohabitation in a shared household. A hotel booking is not that, no paperwork applies, and no property in this cluster asks for it.

Stay at the station when you are arriving after 10 PM or before 6 AM, leaving on an early train, or heading up to Nainital, Bhimtal or Kainchi Dham the next morning. The 1.5 km cluster saves you a 15 to 20 minute city transfer at both ends of the stay, and at 4 AM that is the difference between being in bed by 4:30 and by 5:15.
Move into the city when you want a restaurant on site, a pool, a room above Rs 2,000, or a property with a written couple policy framed on the wall. It is uncommon in this cluster, and it is recoverable. The order matters more than the argument.
Ask for the house policy in writing. A licensed hotel has a register and a policy. If the desk cannot produce either, this is a personal call by the person on shift rather than a property rule, and the manager will usually reverse it in the morning. Note the staff member's name.
Do not stand and argue at 4 AM. You have five other options inside 1.5 km and the prepaid auto stand is still running. Being in a room matters more than being right.
If you booked through a platform, open the ticket at the desk. Timestamp and location strengthen a refund claim, and support can sometimes call the property while you wait.

Phone the property between 2 PM and 5 PM the previous day, ask them to log your arrival name and phone number for the night shift, and book a property with a 24-hour reception. No. The Uniform Civil Code registration requirement in force in Uttarakhand since January 2025 applies to live-in relationships, which the statute defines as a shared household in a marriage-like domestic arrangement. A hotel booking is not cohabitation, no registration paperwork applies to it, and no hotel in the Kathgodam cluster asks for a UCC certificate at check-in. There is also no Indian law preventing two consenting adults with valid ID from sharing a hotel room. Refusals, where they happen, are individual house policy rather than law.
