When a hotel turns a couple away, it is applying its own house rule, not enforcing a rule of the state. So "couple-friendly" is not a legal category. It is a promise about how the front desk behaves.
A couple-friendly hotel is one that will check in two adults over 18 on valid government photo ID, register both of them, and not ask whether they are married. 1. Licensed independent hotels. This is the biggest and most reliable pool. Nainital has several hundred hotels, homestays and lodges. A large share of the licensed ones check couples in on a government ID every day and never appear on any app couple filter, because they do not need one. They keep their own register at the desk, they take a local Aadhaar without fuss, and they are used to two different surnames on two IDs. The catch is that you cannot filter for them in one tap. You confirm the policy with a phone call, which takes two minutes and is the single best habit for a hill-town booking.
2. OYO couple-tagged rooms. Convenient, but thin. OYO's couple filter is easy to use and gives you an app booking and a refund path if a desk misbehaves. The problem is the list is short: of the six tagged properties, only three are genuine overnight rooms inside the town. 3. Homestays and guesthouses. Nainital's homestay stock has grown, and many owners are relaxed about couples. But policies vary property to property, and a family-run homestay is more likely to have its own view than a licensed hotel with a standing SOP. If you book one, ask the couple question directly and plainly when you enquire, rather than assuming.

Mallital, the northern end. This is the area near the High Court and the top of Mall Road, and it holds most of the couple-tagged cluster. It is walkable to the lake and the Flats, it is the busiest end, and it is where the two best-reviewed couple-friendly OYOs sit. Mall Road, the stretch in between. The road that runs along the lake from Mallital to Tallital carries dense hotel frontage, much of it mid-range and licensed. This is the easiest place to walk in and compare a couple of front desks in person if you have arrived without a booking, though that is a gamble in peak season.
Tallital, the southern end. The area near the bus stand has more budget and independent stock and lower rates. It is the natural base if you are arriving late by bus, since you step off and you are already there. It is a little further from the postcard end of the lake, but a short shared-taxi ride closes the gap.
The roads below town. "Nainital" on a booking app reaches well past the lake. Bhowali is about 11 km out near the Bhimtal bus depot, and Bhimtal is further still. Rooms there are cheaper, and they are a sensible base if your real plan is Kainchi Dham or Bhimtal rather than the lake. Just book them on purpose, not by accident because the price looked good.

It has no altitude premium and no summer-holiday doubling, so a couple-friendly room runs about Rs 799 to Rs 1,500 year-round, and the drive up to Naini Lake is about 90 minutes.
Basing in the plains also removes the one real risk of a thin town list, which is a late refusal with nowhere close to move to. If you would rather wake up by the lake, book Nainital in the shoulder season, October to November or March to April, when rooms are reasonable and the mountain views are at their clearest.
